Investigation Determines Dubuque Officer Justified in Shooting Suspect

The Iowa Division of Criminal Investigation has determined that a Dubuque officer was justified in shooting a man who shot a bar patron last month. The investigation is now closed. According to the DCI, on January 4 just after midnight, Dubuque Police Officer Austin Manders was patrolling nearby when he saw a fight outside Odd Fellows Bar. He witnessed 28-year-old Jaiondrick Lovely shoot 29-year-old Cory Wilson Jr. with a handgun. Manders then fired five times at Lovely, who ran into the bar. Additional officers were called to the scene, and the bar was cleared out. Officers found Lovely on the floor at the back of the bar. Both Lovely and Wilson were given medical assistance at the scene but later died at separate hospitals. Manders was not injured and was put on critical incident leave. Investigators interviewed Manders, as well as bar patrons, and also pulled evidence from the scene, including body camera, street camera, and bar CCTV footage. The investigation ruled that Officer Manders used deadly force to protect himself and others nearby, justifying his actions.
