Dubuque Police Deploy Tactical Squad to End Standoff

Dubuque Police deployed a tactical squad to end an hours-long standoff with a man who had 10 active warrants for his arrest. The Telegraph Herald reports that Dubuque police observed 40-year-old Leonardo Campbell and two other individuals in a vehicle parked in the 2100 block of Stafford Street at approximately 5 p.m. Tuesday. An officer attempted to make contact with Campbell when the three occupants exited the vehicle. The three people ran into Campbell’s residence and refused to exit. Negotiators responded to the scene and attempted to negotiate with Campbell for several hours but he refused to come outside. Police broke a window in the home and used a drone to conduct surveillance. When Campbell continued to refuse commands to exit the home, police deployed eight rounds of tear gas into the residence. Two individuals then left the residence, but Campbell remained inside. A tactical entry team then entered the residence and was able to apprehend Campbell without further incident. Campbell was arrested on charges of interference with official acts, possession of marijuana and possession of drug paraphernalia, as well as warrants charging domestic assault with injury, four counts of violation of pretrial supervision and five counts of failure to appear.
