A Dubuque man hit and dragged another man with his vehicle during an altercation Friday evening. The Telegraph Herald reports a Dubuque police officer was dispatched Friday evening to the 1200 block of 16th Street for a report of a hit-and-run that took place. On his way to the scene, the officer pulled over a vehicle which failed to obey a stop sign and matched the description of the vehicle involved in the hit-and-run. The officer observed the driver of the vehicle, 21-year-old Elias Croft of Dubuque, to be impaired when conducting standard field sobriety tests. The officer, after speaking with a colleague on the scene of the hit-and-run, determined Croft to be involved in the incident. Traffic cameras show Croft arriving at Wendy’s on 16th Street with another man in the passenger seat. As the other man exited the vehicle, he and Croft got into an altercation. The other man, attempting to walk away, walked in front of Croft’s vehicle. Croft then accelerated, striking the man and causing him to bounce backward off the vehicle. The victim then attempted to reach into the truck and Croft again accelerated as the victim hung onto the window, causing him to be dragged about 15 feet. After being arrested, Croft began harassing officers and made multiple racial slurs to one officer. Croft was arrested on charges of assault while displaying a dangerous weapon, second offense operating while under the influence, general assault, and third-degree harassment.
