Dubuque High School Teacher Facing Federal Child Exploitation Charges

A Dubuque high school teacher faces six federal charges connected with child exploitation allegations. A federal indictment claims 35-year-old Andrew Roos, who has been on paid leave for about a year, had tried to use, persuade, induce or entice minors to engage in sexually explicit conduct. Roos would then produce visual depictions that he distributed and possessed as child pornography. The indictment claims it occurred at Hempstead High School over the course of several years. A search warrant filed in January 2026 shows Dubuque police seized two pens with hidden cameras and a USB drive from Roos’ classroom. Documents show that warrant found Child Sex Abuse Materials and AI-generated images of Dubuque high school students were found on Roos’ Kik accounts. Other files of Dubuque high school students were found on recording devices used by Roos in the classroom. The district placed Roos on leave in May of last year as police investigated computer-generated images of students. If convicted, Roos faces a mandatory minimum sentence of 15 years in prison. He’s set for arraignment in federal court in Cedar Rapids on Friday.
