An 18-year-old from Dubuque is charged with first-degree murder following the death of 16-year-old Jakory McMillian Monday. The U.S. Marshals Service, with assistance from local law enforcement, arrested Latrell Powell-Moore in Marion on Thursday night. He is being held in the Dubuque County Jail on a $2 million bond. According to a criminal complaint, he is accused of premeditating the killing of McMillian. The shooting happened just before 10 p.m. in the alleyway between West Locust and Almond Streets. Officers spoke with the three people who were with McMillian during the confrontation. Police say they shared that they were meeting with Powell-Moore and a 19-year-old because Powell-Moore made comments about McMillian’s dead mother. According to the criminal complaint, traffic cameras show multiple physical confrontations between the two groups. Powell-Moore then pulled out a handgun and chased McMillian. Police say Powell-Moore struck McMillian from behind with the handgun, knocking him to the ground. That’s when police say Powell-Moore shot McMillian in the head at close range. Powell-Moore and the 19-year-old ran away near Powell-Moore’s home. McMillian was taken to Unity Point Finley Hospital, where he was pronounced dead.
